Why does a conference need to crown a champion?

FWIW the Yankee/Atlantic 10/CAA did fine for years with 12 teams (2 divisions) and no CCG. The Big Sky has 13 football members (14 members next year) and doesn't play a CCG. In DII there is the CIAA (12 members), GAC (12 members), MIAA (12 members), NSIC (16 members), and PSAC (16 members) who have opted to participate in the NCAA DII Playoffs instead of hold a CCG. At the DIII level, it doesn't appear to be any conferences with 12 or more football members.
