That's what should happen.
But I'm not sure how willing Missouri would be to make that move to the Big Ten. If they were, then the Big Ten could take Missouri and Kansas. Those moves would secure both the Big Ten and SEC at 16 members.
Then it would be up to what the ACC would do. I would propose WVU and ND. If ND still won't join, then add UConn. It actually may be more valuable to add another entire state university with all sports than 3 more ND football games. It is cleaner if ND joins, but they aren't really hurting anything in the current arrangement. We can punt that down the road more. There would always be the Navy deal if they decided to join down the road. And I'd revisit USF/UCF/Cincinnati/Temple at that time to get to 20 by selecting 2 more.
