The 9+1 or 8+2 were the terms ACC agreed to.

When the new network, which in reality begins in 2019, was announced, one of the requirements agreed to by ACC was either adding a conference game, or adding another P5 game.

It was very late in the game that espn changed it's mind and agreed to the status quo.

espn doesn't give back out of the goodness of their heart. They give back because it's in their financial best interest.

That financial best interest may be strictly in $$$ terms by keeping those $$$ in their pocket, or it may indicate they know major changes are going to happen before 2019 that will affect their pockets positively.
