It is possible that the ACC may not have much of a choice.

Depending on what conditions ESPN established in exchange for launching the network this year, the ACC may be forced to increase to a 9-game conference schedule in football which would turn the upcoming vote into a symbolic one.

I would think the topic of content came up multiple times during negotiations between ESPN and the ACC. I would think at some point ESPN would have told the ACC this is how much content needed to justify launching the ACCN. For live content ESPN probably cited the model it is using for the SECN and maybe even the LHN. It wouldn't surprise me if ESPN even broke the figured down by sport. If the amount of the payout is content driven, then it isn't unreasonable to think that ESPN gave the ACC multiple estimates (maybe even by sport too) depending on how many games make up the conference schedule.
