How will the home team pay the visiting team?
The home team pays the visiting team in college football. OSU paid VT $350K to play in Columbus, and VT paid OSU $350K for the return game in Blacksburg. The FCS schools would have a hard time coming up with a small payout like that and making the $500K they would get for playing the FBS school.
Also, most of the FCS schools wouldn't be able to make that much money because most of them don't have a stadium that can generate enough income. A few years ago, Michigan paid Delaware State $550K to play in Ann Arbor. It would have taken Delaware State 2 years of home games to generate that much in their 7K stadium.

Biggest FCS stadiums are about 25K, and there are only a handful of those.
Also, the payoffs make it easier to schedule those teams in other sports. VMI, Liberty, JMU, Richmond, and W&M don't mind visiting for baseball, softball, tennis, track, wrestling, swimming, volleyball, and soccer matches during the mid week when the football team takes in $500K from you.
