You can't lump all the non-revenue sports into 1 basket

because some schools do charge an admission fee for some non-revenue sports (i.e. baseball, softball, ice hockey, volleyball, and wrestling off the top of my head) and even make money off these sports. The money generated may not be to the levels of basketball and football, but it isn't the money pit you are trying to portray for the schools who typically don't charge an admission fee for non-revenue sports.

Another thing you are not considering is conference pride. The Pac-12 takes pride in how many national championships it has won in water polo. The Big Ten takes pride in ice hockey. The ACC takes pride in soccer, field hockey, and lacrosse. The SEC takes pride in (indoor/outdoor) track and field, baseball, and softball. The Big XII takes pride in baseball and softball. The conferences realize that each conference takes pride in different sports. They also realize that if they want to preserve their sports, then they must respect the other sports from the other conferences.

I don't think you will see the 4 or 5 conferences decide to turn their non-revenue sports into club sports. First, the conferences must comply with Title IX. Since football offers 85 scholarships, the schools must have enough women's programs to offset football. Second, if they form their own association, then the NCAA (and the remaining schools) will not allow the power conferences to remain in the NCAA for non-revenue sports especially with the drop in revenue for football and basketball. If the power conferences want to keep their non-revenue sports in the NCAA, then the only way they can achieve it is to form a new division level under the NCAA banner. Another DI subdivision may be tricky to do (especially for basketball), but it is feasible for football.
