At this point, I might rather see the B1G and SEC in a smoke filled room

and hammer out the new league and ground rules. I think I trust them slightly more that the US Congress which isn't saying much.

However, the advantage of having Congress do it is that the interests of the little guy/non-bluebloods will be represented (especially in the Senate).

But if the football powers do this w/o Congress, it would be fitting to include an element of promotion and relegation to give the non-blue bloods a reason to support it.
