Assuming Congress decides to defer to the schools to fix it,


what is the incentive for the schools to create a FIFA-like organization vs. allowing each conference to come up with its own rules? If the schools truly wanted to ensure there is a competitive balance among everyone involved, then why leave the NCAA to form a new organization instead of remaining in the NCAA and bring about the necessary changes internally?

Don't get me wrong, I would prefer to see the schools take this bull by the horns. However, if history is any indication in predicting future behavior, then I'm not sure being proactive on this issue is high on their to do list. They may be more interested in preserving their self-interests first and exploit any potential competitive advantages that are born during the Wild West Era. At least this scenario could be the perfect justification as to why Congress may need to step in because it is one of the few institutions left where the schools still respect its authority.
