There is no debate about the letter of the law

It is simply a "rule" that has historically (this is NOT a new issue to softball) been interpreted generously in the favor of pitchers who don't re-plant and who aren't outrageous about their leap.

Umpires are going to look for it all the time as they always have.
Umpires are going to ignore the protestation of coaches most of the time as they always have (notable exception: if you're a historically dominant program and playing at home and an unprecedented sweep is at stake).

Expect some umpires (~25%) to continue calling it with some amount of regularity.
Expect other umpires to continue to ignore the rule without recognizing significant advantage.
Expect the debate to continue until rule changes are introduced this off-season.
Expect Emma to continue to leave the ground.
Expect Hokie Softball to continue to dominate, regardless.
