"Moral turpitude" is often listed as a reason for terminating executives with cause, and a lot of public CAO's in Virginia have that as part of their contract.

Without having any inside information or knowledge of workings within Montgomery County whatsoever, my hunch is that it's either entirely political in nature or that he said or did something to aggravate the entire membership of his board.
