Closed Session may have been recorded, but typically personnel issues


are exempt from FOIA.

Minutes of closed sessions can be taken, but it is not a requirement. In Virginia, the only requirement is for the public body to vote to enter closed session with a citation of the Code of Virginia section allowing such, exit closed session and record a vote confirming that only those items specifically referenced in the motion to enter closed session were discussed. Finally, if they were to take action, they would need to do so once back in open session.
