But that is just it though schools are changing their designs/plans


for a major for various reasons. When a department decides to change a required class from being offered every semester to only being offered 1 semester (Fall or Spring) that is a change in the design/plan. When a department decides to change the required classes even if it doesn't change the total number of credits required to earn a degree that is still a change in the design/plan.

Change is the only constant because nothing remains fixed forever. Heck freshmen weren't even allowed to compete on athletic teams at one point and now they are allowed to compete on teams. The number of years a student-athlete should be eligible to compete on an athletic team is no different. It is probably a discussion that is long overdue assuming the schools are still concern about their student-athletes earning a degree.
