If the ACC expanded to 16, then it is likely the ACC would go North-South

North: BC, Syracuse, Pitt, L'ville, UVA, VT, and 2 expansion teams

South: Wake, Duke, UNC, NC State, Clemson, GT, FSU, and Miami

I could be wrong, but I don't see a lot of compelling match-ups in the North Division. Whereas the South Division would have the 4 NC schools, Clemson-GT, Clemson-NC State, Clemson-FSU, and FSU-Miami.
