Some schools are better prepared than others, some are luckier than others


Depends on the student body as well. One or two block parties can cause an outbreak that can sink even the best laid plans. I think some of that is what happened at JMU.

Imagine if there is a big Center Street block party before the UVa game. That could cause VT to send everyone home.

One thing is for certain, there will be a ton of analysis into what worked and what didn't after this school year. The problem is that there is no precedent for this so know track record of what works, what doesn't and what is just for show.
