FEMA isn't a response agency, they are a coordinating agency...


They depend on the States and Local GO's to provide the response support.

Where FEMA has failed is this is a nationwide response not a localized or regional response. FEMA was not ready for it nor has FEMA ever been actually ready for true nationwide event of this type.

FEMA has always seen themselves as a natural disaster organization (floods, hurricanes, tornadoes, earthquakes, volcanoes, etc.). Disease born disasters are something that they just don't deal with like other countries may do.

When was the last time FEMA or any State/Local response agency did a full on Emergency response drill for disease outbreaks? I don't know? What were the conclusions of those drills, if occurred).

I've been involved with 100's of local responses and a couple of regional responses. Even when all of our i's were dotted and t's crossed shit still happened...mainly because people are involved.

The failure here is on all levels...local, state and federal...if one link fails it all fails.

There are always after response evaluations and reports. I have a very good feeling that the Aspects and Impacts report for this event will be voluminous.
