That's an easement. Only the locality gets "ROW" in VA.


In VA, the locality owns RoW and the state maintains the roads except for Henrico and Arlington. They made a deal with the state during the Byrd Act that they would take $$$ from the state and maintain their own road system. They now get twice as much per road land mile as they need. Other counties want in, but the state will not budge.
