Follow up (from an engineer)

Was access permitted by the previous owner? If landlocked, can the other owner claim access privilege pursuant to the above question? My mother purchased a strip of adjacent property for her driveways. Can (should) he deed a strip near the far side for access and yield ownership and indemnity?
