What does that really change?...


Yes contact is impermissible and it does eliminate the formal announcements for middle schoolers and above to sophmores, however, in reality all that will really do is drive contact and discussion underground. Parents and players wishing to talk to a school and the coaches at those schools will figure out a way to circumvent the new regulations in fairly short order I would expect.
