Yes it will need to be enforced but I do think it will result in

significant change. The reality was that under the old rules, the entire recruiting conversation could be done when a prospective student-athlete (PSA) came to campus (either directly to talk directly with coaches or via a camp) or through a third-party, ie the travel coach. Coaches have been good about following the rules about not making direct contact via phone, text, etc in the past because they knew they could go through the travel coach or have all the conversations they needed to once they were on campus. Those activities are now illegal and subject to NCAA enforcement/punishment. So the rules are very real now and can be rather easily monitored, but yes they will need to be enforced. But IMHO I do think you will see a pretty dramatic shift in the softball world. For example, you wont see college coaches at 10U and 12U tournaments anymore. Probably not at 14U either. Or they will stick out and will be in danger of violations. I think you will see younger girls playing "up" into 16 and 18U like you used to before, but the travel tournament folks are going to lose money bigtime at the lower levels now since the college coaches can't be there.
