It depends on your definition of deliver.
Boston College will deliver Massachusetts for the ACC Channel. There are almost 7 million people in Massachusetts which probably translates to about 3 million cable subscribers. That adds value for the ACC.
Boston College created demand to get the Raycom syndication on the New England Sports Network and a local affiliate TV station in Boston.
Boston College's presence in the ACC also helped with the recruitment of Notre Dame to the ACC due to their longstanding relationship. Pittsburgh did the same.
At the time that the ACC was looking to expand into New England Boston College was the only FBS team available. UConn and UMass have both since upgraded to FBS, but they weren't in 2002. UConn had announced plans, but they weren't established. Today they are. The ACC needs to be in New England to recruit students with the means to pay the tuition of the private universities that we have. It is the reason Donna Shalala pushed for Boston College.
