Texas is large enough to support a third franchise. The only problem with
San Antonio and Austin is it might be too close to Houston to take root and thrive. I'm not sure Florida is large enough to support a fourth franchise given it has trouble supporting three now. Plus, Orlando might be too close to Tampa Bay. WRT Portland, unfortunately it supports the "other football" and I don't see that changing any time soon. At least there is a reason Portland is known as "Soccer City USA." Plus, it is my understanding that Portland is already considered apart of Seattle's "territory" in terms of TV market. Depending on the current arrangements, the TV market may even be a reason that San Antonio, Orlando, and Austin would be excluded from consideration.
