A piece of data that could be useful for this conversation is to know
how much additional work is involved for the NFL when it comes to scheduling these regular season neutral site games in Europe, Japan, or even Australia to ensure both participating teams are not placed at a huge disadvantage because of their required participation. If the NFL has to jump through a lot of hoops for 1 game on the schedule, then 17 or 18 games could be significantly amplified when factoring in the ripple effect it could have on other teams.
WRT the CBA, if the NFL wants franchises in other countries, then the CBA may have to be modified to be compliant with that country's laws. At least I wouldn't assume the US's labor laws are the same or even similar to the labor laws in a European country. Besides travel, labor laws may be another stumbling block that is prevent the NFL's expansion into Europe.
