THe alliance value is only about values of the institutions
Some institutions are driven in their individual goals for success and use the conferences as a gateway for their product line. They see their institutions priorities as number 1 and more limited on conference affiliation. As long as the conference delivers to them a certain reliability on revenue opportunities for their sports they are ok. IT should be a collective vision, where holistically the members of schools working together to promote success in the classroom and athetlic success .
The alliance in the ideal world promotes this unity of values in collegiate athletics.
For the 3 commissioners, personally they all agree. However, when they brought it back to the members, while the majority might agree, you have the 1-2 of their big money revenue/market teams in each conference seeing their percentage even whithering more. (they really dont like even distribution anyway).
They pushed back so much in closed door, that they threatened to look at other options.
I see USC and Oregon probably pushed back; also Ohio State partciularly pushed back.
(frankly in some camps, these big market schools would like for the entire NCAA relationship to break and only the SEC expanded joined by ND, Ohio State, Michigan USC UCLA, FSU Miami and Penn State. and they control EVERYTHING with their rules that promote their agenda.
Rest of us play our own world.... Maybe that's ok.
