Yep

The sticky point is that HS football players don't have the option to go directly to the NFL or pro football. Now in reality it would be exceptionally rare as the bodies haven't matured. But if technically that option was open the NCAA would be on more solid footing to pay a flat tradesman wage and argue no one is being forced to accept it.
