Sanctions need to jawjack the Russian Military/Government, but not citizens

The sanctions need to hammer the Russian Government, Oligarchs, and Military, but we are seeing a situaiton where it's "fashionable" to "stick it to the Russians." Again, that's fine with the military, government, Putin, etc, but not the Russian people. We literally have a situation where Russian passports have been cancelled in all of Europe. They can't enter a EURO member country. Their airplanes can't land commercially in the US or anywhere in Europe. They can't withdrawal money from their ATM's I'm not even arguing whether it's right or wrong. Maybe it's right, but I know this, the Russian people will not accept it, nor the person that replaces Putin, if a coup occurs will accept it. I've been married to one for 25 years. They aren't wired that way.
