many credit unions offer free debit cards. Navy Federal has a 'VisaBuxx' card designed specifically for kids. It is a debit card that has to be funded by the parents and parents can halt it at any time. Funding it is a bit of a pain in the ass for the parents (or it used to be when my two oldest had them) but they can be used wherever Visa is accepted.

About to go through this again with my youngest.
