Are you connecting to a hot receptacle? If so, don't...kill the breaker first. If not, the order of operations shouldn't matter.

I'm no electrician, but I think you should be able to tie the neutral from the lights into the neutral of the receptacle. That shouldn't make anything trip on its own. You just don't want the hot or the neutral from the lights to be in series with any receptacles "downstream" of the receptacle being used as the lighting power source. So, in that sense, yes - you should use pigtails off of the receptacle to connect the neutral for the lights. Otherwise, you'd be switching the "downstream" receptacles.
