1978 only applied to DI though. Whereas 1971 had a much bigger


impact on the schools. Depending on how it is worded, it is very likely that all 3 divisions will need to vote on the issue and that it can't be limited to just the DI schools.

The reason I say that is because currently there are DII and DIII schools competing at the DI level for non-basketball/football sports. Also, there is a potential that the DII and DIII may need to create their own version of the "Davidson Rule." The "Davidson Rule" is a rule created by DI to prevent schools from competing at the DII or DIII levels. Those schools were perceived to have a "competitive advantage" over their peers because they have the "benefits" that come from competing at the DI level. I call it the "Davidson Rule" because Davidson was DI school for all other sports except football which it competed at the DIII level. There were a few other DI schools that decided to compete at the DIII level in football. After the rule was passed, it led to the creation of the Pioneer Football League a non-scholarship DI-FCS football only conference.
