You don't needs quads if division requirement goes

The only real reason for quads was to link in pairs each year to meet the requirement to have division for a championship game.

Without that requirement I believe the best approach is each team gets three protected rivals they play each year and rotate through the rest. This allows all natural rivalries to be maintained while also seeing all teams in the conference more frequently.
