Maybe so. However, I don't think the public ever learned the entire story

and I doubt it ever will. It is possible that the additional cost associated with the additional scholarships was a factor. Remember this policy was put into place for I think all 3 NCAA division levels. So it is possible the majority of the NCAA members couldn't afford to take on the additional expense as the numbers gradually lowered back down to the various caps. There are probably a lot of factors that fans typically don't consider that the schools have to consider for various reasons. Hence why I have no opinion on the NCAA's decision other than IIWII.
