I believe your qualifiers are a moot point though because neither scenario

will exist this offseason. Remember majority of the FBS teams are already over the scholarship limit of 85 players this season because of COVID. Also, every team will probably sign anywhere from 20-25 scholarship players for their 2022 Class. The incoming recruits from the 2022 Class have a guaranteed spot on the roster unless they are unable to qualify for admission to the school. If a team doesn't have more players leaving the team this offseason for whatever reason than the number of players joining the team, then how do you expect the team to get back down to the cap of 85 scholarships before the start of next season? The only option for the HC is to cut players currently on the roster now. Hence why I said your qualifiers are a moot point.
