NCAA bylaws says they are ineligible too

Once a school declares moving from FBS to FCS, they are ineligible for FCS playoffs.

As part of the transition to FBS, the school must also increase the amount of scholarships that they offer in all sports to 200 or at least a minimum of $4M. Plus, they must average at least 90% of the FBS scholarships in football, or about 77.
