It would have been a "private - public" partnership...


the county owns the land and zoned it for recreation and a company called Copperwood would build and run the facility. the "process" has taken eight years with numerous decisions having been made including an up vote for the facility by the same county council (with different members?) but I guess those decisions don't stick.
