If we go to 16, this gets easy

There are currently 10 conferences in this divisions, the P5 and the G5. With a 16 team format, the first 5 slots are slated for the P5 based on ranking of each conference champion after their CCG. Same goes for seeds 6 through 10 for the G5. Any unranked teams in either group fall to the end of the line. If there are more than one, flip a coin.

Seeds 11 through 16 are the next 6 highest ranked team regardless of conference that were not selected as conference champions.

First 8 seeds host.

Winners of the first round are then tabbed to one of the Major bowls in pairs:

Winner of 1 vs 16 and winner of 8 vs 9
Winner of 2 vs 15 and winner of 7 vs 10
Winner of 3 vs 14 and winner of 6 vs 11
Winner of 4 vs 13 and winner of 5 vs 12

Theoretically, the SEC could snag as many as 7 slots out of 16 but it would be unlikely. With the exception of a Cincinnati-like team each year, the G5 schools should be auto wins, so that means seeds 7, 8, 9, and 10 are cupcakes most years, but they all play each other in the first round so they get a bit of excitement and some money for the effort. The best ranked G5 school plays #11, which will be the highest ranked no conference champion - probably an SEC team, but at least the G5 team is hosting that game, so a bit of a help.

The potential losers in all of this are the independents. They have to have a good to great year or sit on the sofa. They can go to a lesser bowl, but that is a drab consolation prize. It does not force schools like Notre Dame or BYU to join a conference but it sure has to make them reconsider.
