Why wouldn't ESPN go ahead and facilitate the changes they want to make?

Or have they not decided where they want to land after 2036? Or are they waiting to see if they can land ND? ESPN is the co-owner of the ACCN and a party to the media contract. The ACC is likely limited in its "look-ins" and automatic triggers like adding teams. I doubt if ESPN has any such limitations. Or is it a problem of not acting in the "best interest" of the ACC, whatever that might be?

I agree with most of your other statements about the GOR except one. I don't think the SEC can "subsidize" a team departing the ACC other than through a loan (like what the B1G did with Maryland) without risking a tampering issue. With TX and OU, they can buy the third tier rights (and I think every Big 12 team owns one game; they did at one point in time) and they can compensate via payment for the LHN. But in the ACC, if they tied the subsidy to the increased value of the media rights (your games are worth X instead of Y), that increase might well be considered the actual value of those rights and belong to the ACC. Why would Clemson (ACC) playing South Carolina be worth less than Clemson (SEC) playing the same game? I don't think that's easy for ESPN to explain.
