It depends on how you value it

Memphis gets the nod from me not because I like them or that busted town, but because FedEx will pay whatever they need to for Memphis to be happy.

I think UCF has tons more potential and if the Big-12 survives by getting to 12, they can add UCF in the next phase to get to 16. I think that would be natural.
