16 or even 20 with 4 Quads is the way to go if you are going with

the bigger conferences (and there is no turning back on that because big conferences make way more money). Teams play each other regularly and who qualifies for the Conference Championship game is won on the field and not in the opinion polls (ratings for most popular teams). However, it looks like whom ever has the political power will prevail and not what’s good for the overall game. If so, good luck to them, they are going to need it with this politically proposed mess.
