The conference commissioners are political animals, just like the school presidents, if he is talking about it, he is floating a trial balloon for the school Presidents to see what the reaction outside of the ACC would be.

Especially which school/s would want to come in with ND should they decide to go all in. The ACC can't go out and recruit schools already in a conference (contract tampering), but if those schools contact them, that's another story.
