Better training is the only thing that will help. But for some dogs it


just never sinks in. My dog was trained fairly well and does great inside. But outside she gets overstimulated, too many noises, smells, other people/dogs, etc and all that training goes right out the window. We use a Ruffwear harness, it doesn't help with the pulling but at least she won't choke herself to death.
