If there are people who are contagious without symptoms how can we

know what they will do? Aren't they essentially like people who aren't contagious without any exposure? Looking at a map of the countries with COVID-19 cases reported (now in the upper 60s of countries, or low 70s), many of their populations may be exposed to the virus but not infected.
