I do know what it says in the NCAA DI 2019-20 Manual


(aka the Bylaws) because that document is easy to find on the internet. Whereas the manual/bylaws for each conference is not always easy to find. Assuming a person finds the manual/bylaw for the conference, the other piece of the puzzle is the relationship between the documents. Logic would assume that the NCAA trumps the conference, but that may be an incorrect assumption to make.

For example the MAC with 13 members and the SWAC with 10 members held a Conference Championship Game in football even though it was a direct violation of the NCAA bylaws but legal in the conference bylaws. The MAC was in violation because a division of 6 and division of 7 cannot play a round robin division schedule and everyone plays the same total number of conference games. The SWAC was in violation because it didn't have the minimum number of members (12) in order to host a conference championship game in football.

My point is there may be times when the conference bylaws trump the NCAA bylaws or it isn't always clear who trumps who in a particular situation. There may even be times when the NCAA bylaws and a conference's bylaws contradict each other.
