The ACC requires all members to offer athletic scholarships for all sports


The NCAA DI bylaw I am referring to talks about basketball and football because those are considered a revenue sport. There is a different bylaw (or bylaws) that talk about the requirements for offering athletic scholarships for the non-revenue sports.

The bylaws may even assume that the schools have to be compliant with Title IX in order to be a member of the NCAA regardless of the division level. I say that because the DI bylaws do allow DII and DIII to play up in a division level in all sports except basketball and football and the school can still remain a member at the DII or DIII level. It appears that some of the bylaws are decided within each division level, then there are some bylaws that may require approval from all the division levels before any changes can be made to them.
