Not a new decade, there is no year 0...but...

The power teams break away and form a semi-pro league and pay the NCAA enough to go away. Many remaining schools drop football (probably the following decade) as the costs of head injury lawsuits becomes overwhelming with the lost revenues.

The conferences revert back to smaller, regional conferences primarily as a result of lost football revenue to reduce travel costs and rebuild rivalries lost in the last decade's drive to milk the money out of football.
