Remember NFL teams were limited on the number of players they could allocate to NFL Europe and NFL Europe teams were required to have a certain number of players from the European country the team was located in on the roster.

I am thinking this new league would behave more like NHL's relationship to the minor leagues. A player's first contract would be a 2-way contract so the NFL team could call up/send down the player as much as they want without the risk of losing the player to waivers. Then after that all future contracts would either be 1-way or 2-way. While in the minor league, the minor league team would pay the bulk of the player's salary which should appeal to the NFL owners. The league could still play in the Fall on Fridays and Saturday since it wouldn't be subject to the Sports Broadcasting Act of 1961. Only the NFL is subject to that Congressional law. While the NFL could still have Thursdays, Sundays, and Mondays. It could be a win-win for everyone involved.
