Who says a school can't play more than 1 power conference each year?

The 9-game schedule just says a team has to play a minimum of 1 P5 school in OOC. Technically a team could play a 9-game conference schedule and 3 OOC games against P5 schools. USC has done it 1 time after the Pac-12 went with a 9-game schedule. So could any ACC school if it so desires.
