Maybe Duke values qualifying for a bowl game more than playing
than playing NC State. Duke already plays Wake since they are a protected cross division pairing so that is a moot issue for them. Duke figures (like Kentucky, Vandy, or Indiana) that it only needs to win 2-4 conference games each year to have a shot at qualifying for a bowl game at 6-6. Given Duke's recent success is still relatively new (or at least not the norm), then maybe any wins above 6 is still viewed as an added bonus instead of the norm. Duke can fulfill the P5 requirement by scheduling 2 games against cellar dwellers from another power conference/Army/Navy (winnable games in Duke's eyes). Then remaining 2 slots could be used to play FBS/FCS cupcakes. Potentially Duke could go 4-0 or 3-1 in OCC and then just needs to win 2 or 3 conference games to become bowl eligible.
