My imperfect solution


One division of 14 schools, 9 game conference schedule with one permanent rival opponent. That leaves 8 games against 12 opponents, so every one plays each other 2 times every 3 years (wow, almost sounds like a real conference). The imperfect part is choosing the top 2 teams to play in a championship game. Either a) a litany of preordained parameters to cover every conceivable scenario (my preferred) or b) a neutral committee to choose .

The NCAA would approve a conference game in this scenario I do believe. Sure it kills hope for marginal teams earlier (see VT in Coastal last couple of years) but would provide a much more interesting and attractive championship game most years and increase prestige in the eyes of those who choose the Final Four.
