Since there 4 divisions and those divisions rotate every 2 years


on when they play each other, then doesn't that suggest that the 4 NC schools would be divided up among the 4 divisions to ensure equal representation? Likewise, doesn't that also suggest that Clemson/GT, FSU/Miami, VT/UVA, Syracuse/BC, Louisville/Pitt, and Team15/Team16 would also be split up to ensure equal representation? For the non-NC schools, they are already divided up into larger regional groups.

South: Clemson/GT/FSU/Miami
Mid-Atlantic: VT/UVA/L'ville/Pitt
North: BC/Syracuse/Team 15/Team 16 *placeholder purposes only

Basically each division would have 1 from each of the 3 groups and 1 NC school. In VT's case that means it has to wait 4 years before it gets to play UVA (if the game can't continue annually due to schedule conflicts) or its game against UVA counts as a conference game. Otherwise schools could end up playing everyone from a region/state in 2 years and then wait 4 years before getting to play them again. Would schools be willing to wait 4 years before getting to play the South Division again?
