Nine Conference games, No dedicated rival unless...

it is a genuine rivalry like Miami- FSU. If you don't have a cross division genuine rivalry, then you rotate like the rest of the cross division games do.

I also like the idea of completely redoing the divisions every 3 years or so - balance them based on the the conference records over the time since the last change. The Coastal would have the teams with the 1,3,5,7,9,11,13 records and the Atlantic 2,4,6,8,10,12,14 : Or you could have seeding with one division having 1,4,etc. and the other 2,3, etc.

Eliminate FCS games.

Create a "challenge with another conference like the BIG where all teams play a BIG team in a home and home on the same weekend. You could do this with all of the conferences overtime and it would create great content for everyone's conference channel.
