It might work for awhile, but the hydrostatic pressure of the water is going to push the paint or sealant away from the wall eventually. If you can't fix it from the outside, your best bet is an interior perimeter drain. Something like what I linked below would solve the issue. It doesn't try to fight the water coming through, it just collects it from the surface of the wall and drains it away
